Any engagement, contractual relationship, or financial arrangement, where applicable, is conducted through the Founder / Principal Executive Advisor outside the scope of THE BOARD framework.

No City Intake Officer or other participant has authority to independently interpret, modify, communicate, or issue strategic advice or recommendations on behalf of THE BOARD.
THE BOARD System is designed to preserve centralized strategic coordination through clearly defined operational roles.

This role exists exclusively to facilitate the initial stage of communication and information gathering in accordance with the Structured Intake Protocol (SIP). It is an operational support function and does not carry advisory, consulting, executive, or decision-making authority.

No strategic interpretation, advisory opinion, commitment, or recommendation may be communicated independently.
The City Intake Officer is responsible for maintaining professionalism, confidentiality, accuracy, and procedural compliance throughout the intake process.
The role exists solely to support structured information intake and operational coordination while preserving the centralized authority, consistency, and integrity of THE BOARD System.
A City Intake Officer is appointed to support the structured client intake function within THE BOARD System.
Appointment to this role is based on suitability, professional conduct, communication ability, and alignment with the principles of THE BOARD. Appointment does not establish employment, partnership, ownership, agency, or authority to act independently on behalf of THE BOARD.
Individuals may be considered for appointment if they demonstrate:

Prospective City Intake Officers may undergo an assessment process conducted through the Founder / Principal Executive Advisor.

An appointment may be granted for a defined duration and may be reviewed, renewed, suspended, or concluded at any time in accordance with the operational requirements of THE BOARD System.
Where applicable, a City Intake Officer may be assigned responsibility for supporting client intake within a defined city.
Such assignment is intended solely to facilitate structured client intake and operational coordination. It does not grant ownership, exclusivity over THE BOARD, decision-making authority, or independent rights of representation.
Before activation, each City Intake Officer shall acknowledge and accept:

The requirement to comply with the Structured Intake Protocol (SIP).
The obligation to maintain confidentiality and professional conduct.
The prohibition against providing independent advisory or consulting services under THE BOARD System.
Acceptance of the assignment signifies agreement to operate strictly within the operational framework established by this manual.
The City Intake Officer performs a strictly defined operational role within THE BOARD System. The role is limited to facilitating structured client intake and operational coordination in accordance with this manual.
No authority exists beyond the responsibilities expressly assigned.
A City Intake Officer may:

A City Intake Officer shall not:
Negotiate or enter into contractual or commercial arrangements on behalf of THE BOARD.
Receive, collect, or represent themselves as authorized to receive payments on behalf of THE BOARD.
Represent themselves as a consultant, advisor, executive, partner, employee, spokesperson, or decision-maker of THE BOARD.
The City Intake Officer shall not:
Create local branches, offices, or affiliated organizations representing THE BOARD.
Delegate their assignment or authority to another individual.
Modify, reproduce, or issue official THE BOARD materials without authorization.
Every City Intake Officer is responsible for preserving the integrity, consistency, and reputation of THE BOARD System by operating strictly within the authority granted by this manual.
Any activity beyond the defined scope of responsibility is inconsistent with the principles of THE BOARD System and may result in review, suspension, or conclusion of the assignment in accordance with this manual.
The City Intake Officer is responsible for ensuring that all client intake activities are conducted in a structured, accurate, professional, and consistent manner in accordance with THE BOARD System.
The role supports operational coordination only and does not include strategic, advisory, or decision-making functions.

Professional conduct is fundamental to preserving the integrity, consistency, and credibility of THE BOARD System.
Every City Intake Officer is expected to conduct themselves with professionalism, discretion, impartiality, and respect while performing their assigned responsibilities.
The City Intake Officer shall:

Perform all responsibilities with honesty and integrity.

The duty of confidentiality continues throughout the assignment and after its conclusion.

Where a conflict exists or may reasonably arise, it shall be disclosed promptly to the Founder / Principal Executive Advisor before any further action is taken.

The City Intake Officer is expected to uphold the integrity, credibility, and professional standards of THE BOARD System through ethical conduct, procedural discipline, and respect for the centralized authority of the Founder / Principal Executive Advisor.
Professional conduct is a continuing obligation throughout the duration of the assignment and forms an essential condition for maintaining active status as a City Intake Officer.
The City Intake Officer serves exclusively as the structured client intake point within THE BOARD System. The role is limited to receiving, organizing, and forwarding client information through the approved operational pathway.
The City Intake Officer shall not interpret, evaluate, or advise on any information received.
Where appropriate, the City Intake Officer may:
Obtain the preliminary information required to initiate the engagement process.
The City Intake Officer shall:
Upon completion of the intake process, all collected information shall be forwarded through the approved communication pathway to the Founder / Principal Executive Advisor for review, evaluation, and any further action considered appropriate.
The City Intake Officer shall not retain, redistribute, or independently process client information beyond the responsibilities defined in this manual.

Operational coordination within THE BOARD System is centralized under the Founder / Principal Executive Advisor.
The City Intake Officer supports communication and information flow only and does not participate in strategic evaluation, decision-making, advisory activities, or commercial arrangements.
Following submission of client information, all subsequent review, diagnostics, interventions, strategic coordination, and outcome development are conducted exclusively through the Founder / Principal Executive Advisor.
Where considered appropriate, the Founder / Principal Executive Advisor may coordinate with External Board Members or other relevant third parties operating within THE BOARD framework.
The City Intake Officer may:
Facilitate communication between the client and the Founder / Principal Executive Advisor.
The City Intake Officer shall not communicate strategic conclusions, recommendations, or decisions independently.
Where External Board Members participate in an engagement, all coordination shall remain centralized through the Founder / Principal Executive Advisor.
The City Intake Officer has no authority to instruct, engage, supervise, or coordinate directly with External Board Members regarding strategic matters.
Any strategic outcome, recommendation, report, intervention, or proposed engagement shall be communicated exclusively through the Founder / Principal Executive Advisor.
The City Intake Officer shall not interpret, modify, summarize, or independently communicate any strategic output.
The purpose of operational coordination is to maintain consistency, confidentiality, procedural discipline, and centralized strategic oversight throughout every engagement conducted within THE BOARD framework.
The City Intake Officer contributes solely by supporting structured communication and information flow in accordance with this manual.
The City Intake Officer is entrusted with information solely for the purpose of facilitating structured client intake within THE BOARD System.
All information obtained during the intake process shall be treated as confidential and handled with the highest level of professional care.
Confidential information includes, but is not limited to:
Any information designated as confidential or reasonably understood to be confidential.
The City Intake Officer shall:

Maintain accurate and secure records during the intake process.
Forward information only through the approved communication pathway.

The obligation to maintain confidentiality applies throughout the assignment and continues after the assignment has concluded.

The City Intake Officer shall not alter, manipulate, misrepresent, or selectively omit information received from a client.
Accurate and complete information is essential to preserving the integrity of the client intake process and the operational standards of THE BOARD System.
The City Intake Officer is expected to comply with the principles, responsibilities, and operational requirements established in this manual throughout the duration of the assignment.
Continued operational status is dependent upon ongoing compliance with these requirements.
Each City Intake Officer shall:
Respect the centralized authority of the Founder / Principal Executive Advisor.
The Founder / Principal Executive Advisor may review the operational performance and compliance of a City Intake Officer at any time.
The purpose of such review is to ensure continued adherence to the principles, standards, and operational requirements of THE BOARD System.
A City Intake Officer assignment may remain active, be renewed, be suspended, or be concluded based on factors including:
Where non-compliance or operational concerns are identified, the Founder / Principal Executive Advisor may:

Compliance with this manual, confidentiality obligations, and professional standards remains applicable throughout the assignment and, where relevant, following its conclusion.
The City Intake Officer is expected to continue protecting confidential information and respecting the principles of THE BOARD System beyond the active period of the assignment.
Appointment as a City Intake Officer does not, by itself, activate the assignment.
Following a successful assessment and conditional approval, activation of the assignment is subject to the execution of a separate engagement arrangement through the Founder / Principal Executive Advisor and the fulfilment of any applicable requirements.
The engagement arrangement is a separate agreement established through the Founder / Principal Executive Advisor.
Where applicable, the engagement arrangement may define:
This engagement arrangement exists independently of THE BOARD framework and does not alter the governance principles established in this manual.
Every City Intake Officer assignment is granted for a defined tenure only.
No appointment, assignment, or city allocation is permanent or automatically renewable.
Any renewal, extension, suspension, or conclusion of the assignment remains solely at the discretion of the Founder / Principal Executive Advisor and, where applicable, the terms of the engagement arrangement.
A City Intake Officer may become eligible for financial incentives where applicable.
Where a client originates through the City Intake Officer and proceeds to engage through the Founder / Principal Executive Advisor, the City Intake Officer may become eligible for incentives in accordance with the applicable engagement arrangement.
Where the same client subsequently continues to engage through the Founder / Principal Executive Advisor for implementation, coordination, project execution, or subsequent engagements, the City Intake Officer may continue to be eligible for incentives where client attribution continues and the applicable conditions of the engagement arrangement remain satisfied.
The eligibility, methodology, duration, and applicable conditions governing any incentive shall be determined exclusively by the separate engagement arrangement.
Any engagement, commercial arrangement, or financial incentive associated with a City Intake Officer assignment is conducted through the Founder / Principal Executive Advisor and remains separate from THE BOARD framework.
THE BOARD does not receive payments, distribute funds, enter into commercial arrangements, or undertake financial transactions.
A City Intake Officer assignment becomes operational only after:
Issuance of the Assignment Confirmation by the Founder / Principal Executive Advisor.
Only upon completion of these steps does the City Intake Officer become authorized to perform the responsibilities defined in this manual.
The following process governs the appointment, activation, operation, renewal, and conclusion of every City Intake Officer assignment within THE BOARD System.
An individual may express interest in becoming a City Intake Officer by submitting an application through the prescribed process.
Submission of an application does not create any entitlement to appointment or activation.
The Founder / Principal Executive Advisor shall assess each applicant in accordance with the principles and requirements established by this manual.
The assessment may include, where appropriate:
Where an applicant is considered suitable, the Founder / Principal Executive Advisor may issue a conditional approval.
Conditional approval does not activate the assignment and does not authorize the applicant to act as a City Intake Officer.
Following conditional approval, the applicant may be invited to enter into a separate engagement arrangement through the Founder / Principal Executive Advisor.
Where applicable, the engagement arrangement shall define the engagement scope, applicable tenure, operational coordination, commercial terms, and other relevant conditions.
Upon completion of the applicable requirements, the Founder / Principal Executive Advisor may issue an Assignment Confirmation specifying:
The assignment becomes active only upon issuance of the Assignment Confirmation.
Only after activation may the City Intake Officer perform the responsibilities defined in this manual.
Throughout the assignment, the Founder / Principal Executive Advisor may review operational performance, compliance, and continued suitability.
Where appropriate, the assignment may be renewed, suspended, amended, or concluded in accordance with this manual and any applicable engagement arrangement.
Upon the expiry of the approved tenure, non-renewal, suspension, or conclusion of the assignment, the individual shall immediately cease acting as a City Intake Officer.
Any continuing obligations relating to confidentiality, protection of information, and professional conduct shall remain in effect following the conclusion of the assignment.
